Car Parking Issues – OkeRail Response
We are aware of that some people have had issues at the car park at Okehampton station. While we are unable to take on individual cases, which may be due to a wide range of issues, we have raised the general issues with GWR, who have been supportive and tried to help fix the problems.
Firstly there were issues with the cameras erroneously capturing people turning at the entrance or going straight in and out. This has been dealt with we believe, as the cameras have been slightly re-positioned to prevent this happening.
Secondly it is clear that the information on the machine could have been better. We asked GWR to ask APCOA to update the notices with clearer information, which are now in place.
In regard to if the machine is not working, the recommended process is:
If the machine isn’t working and the customer has a phone (smart or mobile) they can call the number provided on the sign. If the customer doesn’t have a phone, they can use the late pay facility using a landline, or online, and pay after the parking has happened.
Do remember you MUST enter your registration number accurately, and follow all rules stated on the signs, otherwise you will get a PCN.
As APCOA have changed the information, this might help strengthen previous cases for appeal, as long as your parking was legitimate, as it could be argued to be a tacit admission by APCOA that previous signage was not sufficiently clear.

Firstly appeal to APCOA
If your appeal is refused, and you feel you have a case, you can appeal to the independent parking appeals process (POPLA) this independent body covers this type of PCN (Parking Charge Notice).
Finally, if STILL unsuccessful, you have the option of a submitting a small claims.
